Job Title: Data Management Specialist

Assignment Title: Consultancy Services for Assessment of the Effectiveness of Productivity Improvement Programs in Ghana’s Cocoa Sector

Project Name: Cocoa Sector Institutional Support Project (COSISP)

Client: Ghana Cocoa Board (COCOBOD)

Assignment Duration: Three (3) Calendar Months. Services are expected to commence in August 2025, with the contract period expected to end by 31st December, 2025.

Location: The assignment will be based in Accra, Ghana, with data collection undertaken at the cocoa regions. Work in the expert’s country of residence (“Home” work) and “Field” work in the Client’s country are possible. The base location for services is Cocoa House, Accra, Ghana.

Reporting: The Consulting firm, and thus the Data Management Specialist as part of the team, will work under and report to the Project Coordinator (COSISP) and work closely with and be supervised by the Director of the Research, Monitoring and Evaluation (RM&E) Department of Ghana Cocoa Board. The Data Management Specialist will report to the Team Leader (K-1) within the consultant team.

Role Overview: The Data Management Specialist will be a crucial member of the consultant team, responsible for the essential tasks of handling, cleaning, and structuring the datasets collected during the assignment. This role is critical for ensuring the quality and usability of data derived from document reviews and field surveys, which will underpin the team’s analysis and evaluation of cocoa productivity improvement programs [User query, 159, 166]. While not evaluated individually for scoring as a Key Expert, this position falls under the Consultant’s responsibility to utilize qualified and appropriate staff to carry out the assignment professionally.

Key Responsibilities: As part of the consultant team supporting the overall scope of services, the Data Management Specialist will focus on data-related activities, including:

  • Managing and organizing large datasets collected from document reviews, internal reports, and field surveys.
  • Implementing procedures to ensure the quality, accuracy, and consistency of all collected data.
  • Cleaning, verifying, and transforming raw data into formats suitable for analysis.
  • Structuring databases or data files to facilitate socio-economic and statistical analysis by the team.
  • Assisting the team in accessing and understanding the structure of the data.
  • Maintaining clear documentation of data collection, management, and cleaning processes.
  • Assisting with the documentation of findings, potentially including data summaries or data appendices for reports.
  • Ensuring all data handling complies with ethical standards and project requirements, including those related to environmental and social aspects.
  • Working closely with other team members, particularly those involved in data analysis and reporting.
  • Contributing to handing over all documents, working papers, calculations, and computer data produced during the assignment to the Client at the end of the contract.

Required Qualifications & Experience:

  • Specific minimum degree/experience requirements for Non-Key Experts are not detailed in the provided Terms of Reference as they are for Key Experts. However, the Consultant is required to use “qualified and appropriate staff”.
  • Given the required team skill mix and the nature of the role:
    • A Bachelor’s or Master’s degree in Statistics, Data Science, Economics, Agricultural Sciences, or a related field with a strong data management component would be relevant.
    • Experience in managing and processing quantitative and qualitative data, particularly from surveys and document reviews.
    • Experience with data cleaning, validation, and structuring for analysis.
    • Familiarity with data from the agricultural sector, preferably cocoa, or rural development projects in Africa, particularly Ghana, is highly relevant.

Desired Skills & Attributes:

  • Proficiency in data management software (e.g., Excel, Access, SQL databases) and/or statistical software packages (e.g., Stata, SPSS, R, Python for data manipulation) [implied by data analysis needs 166].
  • Strong attention to detail and accuracy in data handling.
  • Ability to work effectively as part of a multidisciplinary team.
  • Excellent organizational skills and ability to manage large datasets.
  • Professionalism and diligence.
  • Ability to comply with all applicable laws, regulations, and ethical standards, including the Code of Conduct.

Eligibility:

  • Must have the nationality of an eligible country of the African Development Bank in accordance with the Bank’s Procurement Policy.
  • Must not be under sanction by the Bank or the Borrower related to fraud or corruption.
  • Must not have conflicts of interest that cannot be resolved.
  • Must permit the Bank to inspect accounts, records, and other documents related to the assignment and allow audits.
