  • show the interaction between culture and development;
  • propose the main axes for the elaboration of a strategic plan for the development of the culture sector, in particular the Cultural and Creative Industries;
  • propose advocacy to arouse the interest of decision-makers, investors and development partners to invest in this sector.

Living Income Learning Project Impact Evaluation

The scope of the evaluation covers at least six Fairtrade cocoa cooperatives in Cote d’Ivoire which

participate in a GIZ funded Living Income Learning project, but ideally also includes an analysis of

two additional cooperatives (one in Ghana and one in Cote d’Ivoire) for which farm record data have

been collected in different living income projects for cross-learning.

Overall tasks completed by ALG:

  • Systematize, clean and analyse the data collected through farm record books and quantify progress made in relation to baseline results (where available).
  • Collect complementary data in order to monetize, quantify and evaluate in-kind income improvement of target farmers through project interventions, premium use and cooperative services;
  • Triangulate and validate the analysed data results with relevant project stakeholders;
  • Provide descriptive statistics about the breakdown of household incomes and expenditures, production costs, household labour employment, demographics, and other key predefined income indicators.
  • Evaluate the results and impact of the different project interventions and cooperative services to members in terms of progress towards target values for key income drivers as assumed in the Living Income Reference Price model.
  • Assess the underlying model assumptions and key variables of the Living Income Reference Price model.
  • Provide recommendations for potential adjustments of the LIRP variables, based on the results.
  • Expand the impact evaluation to two additional living income projects for which farm record data have been collected, involving a cooperative in CDI and a cooperative in Ghana, and compare the results in relation to the project specific interventions.

Supporting the development and design of a Regional Data and Coordination Platform (RDCP) for the Liptako-Gourma Region

As part of the Community-Based Recovery and Stabilization Project for the Sahel implemented by the World Bank, Africa Label Group has been mandated to carry out a component of this program. This involves conducted a study to support the development and design of a Regional Data and Coordination Platform (PRDC) for the Liptako-Gourma region.

Developing the Liptako-Gourma Regional Data and Coordination Platform (RDCP)

In 2021, the World Bank Group entrusted ALG with the critical assignment of supporting the development and design of a Regional Data and Coordination Platform (RDCP) for the Liptako-Gourma Region (Burkina Faso, Mali, and Niger). This strategic platform is designed to promote recovery and stability in this Fragility, Conflict, and Violence (FCV) hotspot, with a core focus on mainstreaming human rights.Approach: Anchored in Human Rights and Regional Cooperation

The overarching objective of the assignment was to support the development and design of the RDCP, specifically to:

  • Strengthen human rights knowledge and learning in the region.
  • Contribute to recovery and development by enhancing knowledge exchange and cross-collaboration among the three nation states.

The approach was built on an explicit mandate to follow a Human Rights-Based Approach (HRBA), ensuring all indicators and methodologies for data collection and monitoring of FCV risks were sensitive to the context and focused on the most vulnerable groups.

Methodology: A Six-Pillar Framework

ALG implemented a comprehensive six-part methodology, working closely with the World Bank Project team, Project Implementation Units (PIUs), the Liptako-Gourma Authority, and key human rights partners.

  1. Stakeholder Mapping and Analysis: Conducted a comprehensive mapping of all relevant actors, including universities, think tanks, international organizations (e.g., G5, Sahel Alliance, UN), government officials, local NGOs, and CBOs, to ensure broad-based ownership and partnership in the RDCP’s design.
  2. Database Stock-Take and Evaluation: Undertook a thorough inventory of existing spatial, temporal, and open-source datasets on FCV and human rights indicators, including international and regional data (e.g., WB Development Indicators, ACLED, UNHCR), to build upon existing information infrastructure.
  3. Indicator Dashboard Development and Action Plan: Identified data gaps and proposed a dashboard of development indicators to monitor human rights and FCV risks. This involved:
    • Consulting with key partners (UNDP, AFD, DANIDA).
    • Developing an action plan for context-sensitive data collection on the ground, including proposing survey questions and innovative ICT tools.
    • Applying the OHCHR’s HRBA to inform indicator selection and data collection methodologies.
    • Creating detailed guidelines, measurement protocols, and training curricula for the PIU and surveyors.
  4. Communications and Outreach Plan: Developed a strategy to engage policy makers, academics, and researchers, boost the RDCP’s visibility and credibility, and initiate regional dialogues and workshops.
  5. Knowledge Exchange Systematization: Proposed a plan for sustained, continual knowledge exchange by integrating system support and incentives for stakeholders to contribute knowledge (e.g., crowdsourcing), promote workshops, and inform scholarship grants. This included recommending a collaboration/governance structure with regional partners.
  6. Operationalization Action Plan: Prepared an overarching, harmonized action plan for the implementation and operationalization of the RDCP, detailing technical and resource prerequisites, capacity building needs, and a timeline for development.

ALG provided the World Bank and the regional governments with a robust, human rights-centric, and regionally cooperative roadmap for a credible data and coordination platform to promote recovery and stability in the Liptako-Gourma Region.

Competition for excellence in local governance – COPEGOL

ALG carried out, on behalf of the World Bank, the study on transparency and accountability of local governments in French-speaking Africa (LOGTAFA study) in Burkina Faso. Following this service, the World Bank entrusted ALG with setting up a benchmark for the evaluation of good practices in local governance in the country.

The evaluation framework that was developed makes it possible to assess the performance of local authorities in decision-making areas such as:

  • Local planning,
  • Programming and budgeting,
  • Procurement,
  • Service provision,
  • Monitoring and evaluation,
  • Audit…

Once the benchmark was validated by the World Bank and its partner (the Ministry of Territorial Administration and Decentralization), ALG was mandated to support the organization of the Competition for Excellence in Local Governance (COPEGOL). ALG assigned experts to this project, which helped organize the 2009 and 2011 editions of COPEGOL. More than 50 urban and rural municipalities in the country were awarded prizes and received rewards. The Association of Municipalities of Burkina Faso (AMBF) played an active role in the process.

Since 2012, the Burkinabe State has taken over the organization of COPEGOL, which continues and strengthens the dynamics of performance and efficiency in local management in Burkina Faso.

La mission d’évaluation consiste en une étude diagnostique  des mécanismes de résolution des conflits électoraux en République Démocratique du Congo (RDC). Les objectifs spécifiques à atteindre par la mission sont listés dans les TDR. Ainsi, la mission d’évaluation a permis de déterminer:

  1. Domaines potentiels de conflit (entre citoyens, partis politiques, Commission Electorale Nationale Indépendante et système judiciaire);
  2. Quand et quels types de conflit sont susceptibles de survenir;
  3. Quels mécanismes existent en dehors du système tem judiciaire;
  4. Faiblesse des mécanismes d’arbitrage existants ;
  5. Structure et fonctionnement actuels de la CENI, aussi bien au niveau national que local;
  6. Fonctionnement des institutions judiciaires en matière de conflit électoraux;
  7. Niveau de confiance des citoyens et des candidats des partis politiques dans la capacité des mécanismes actuels à résoudre les différends électoraux, de façon équitable et dans les délais requis.

Diagnostic des inégalités liées au genre dans les ministères

ALG a réalisé en 2012, sur commande du Ministère du Genre et de la promotion de la Femme, l’étude diagnostique des inégalités liées au genre dans les ministères et institutions du Burkina Faso. La firme est intervenue dans 4 ministères parmi lesquels:

  • Le Ministère de l’économie et des finances,
  • Le ministère de l’Energie,
  • Le Ministère des infrastructures,
  • Le Ministère de la santé.

L’étude a permis de faire le point sur la mise en ouvre de la politique genre de l’Etat au sein de ces institutions publiques et formuler des recommandations pour corriger les insuffisances et renforcer les bonnes pratiques.

Survey of beneficiaries of the demobilization and reintegration program

The Burundian government has initiated a process of reintegration of ex-combatants from the crisis that shook the country for several years through the “Emergency Demobilization and Transitional Reintegration Project” (PDRT), financed by the World Bank. This project is part of the 2nd phase of demobilization and socio-economic reintegration of members of the fighting forces in Burundi.

The emergency demobilization and transitional reintegration project presents itself as a partner in the efforts of the Government of Burundi in its quest to establish a definitive peace in the country. Overall, the project aims to:

Demobilize members of the National Liberation Forces and their dissidents, the two groups of non-regular armed forces remaining in the country;
Provide socio-economic support for the reintegration of these groups after demobilization, as well as ex-combatants awaiting demobilization under the previous Demobilization, Reinsertion and Reintegration Project.ALG conducted the second PDRT beneficiary survey in 2010. The services covered the following aspects:

  • Interviewing beneficiaries on the reintegration component, including the ease of the process, timing, and main uses of ITS resources; using the methodologies;
  • Interviewing beneficiaries on the reintegration component, the options chosen and the reasons for these choices, their perceptions of the assistance provided by implementing partners, and the strengths and weaknesses of the component and its sub-components (training, monitoring, etc.);
  • Establish the general level of satisfaction of beneficiaries with the project, and their perceptions of the strengths and weaknesses;
  • Ask beneficiaries and community members about their perceptions of the economic and social situation of beneficiaries;
  • Include an analysis/summary of the results and also recommendations on areas where the project could benefit from strengthening or reorientation.

Audit Stratégique du CILSS : Évaluation des Capacités Institutionnelles et Organisationnelles (2008)

Nature de la Mission : Audit Juridique des Textes du CILSS

Cet audit stratégique a été entrepris pour évaluer la situation institutionnelle, organisationnelle et les capacités programmatiques du CILSS. L’objectif principal était d’identifier les forces et les faiblesses de l’institution dans sa mission de lutte contre la sécheresse et les autres défis environnementaux, économiques et sociaux de la région sahélienne.

Services Fournis par ALG :

L’intervention d’ALG a été structurée autour de trois axes majeurs visant à renforcer la gouvernance et l’efficacité opérationnelle du CILSS :

  1. Analyse du Cadre Économique et Financier : Réalisation d’une revue documentaire approfondie du système économique et financier pour élucider le fonctionnement interne et le cadre réglementaire de gestion de l’institution.
  2. Évaluation du Management et des Programmes : Collecte d’informations via des entretiens et des enquêtes pour évaluer les pratiques de gestion actuelles et la pertinence des programmes face aux défis de la sécheresse et de la sécurité alimentaire.
  3. Plan de Révision du Cadre Juridique : Conception, sur la base des conclusions de l’audit, d’un plan de révision des textes juridiques et réglementaires du CILSS. Ce plan visait à moderniser les normes institutionnelles et à optimiser la capacité d’intervention de l’organisation face aux crises environnementales.
