ALG seeks a Gender and inclusion expert as part of our response to a call for tender by an international development agency.

Working in close cooperation with the management and technical team of the LG4P project, the contractor1 is responsible for contributing to the achievement of the target indicators, outputs and output indicators described in this document. The contractor will implement activities across all three intervention areas, with a proportionately higher role in the activities of outputs one (Inclusive Service Delivery) and two (PFM and own source revenues).

  • Overall responsibility of ensuring gender equality and inclusivity of relevant activities in the work packages
  • Identify specific needs of vulnerable groups (women, people with disabilities, youth…) in the activities of the work packages
  • Ensure surveys are accessible, inclusive and take into account specific needs of vulnerable groups
  • Advise on gender-responsive budgeting, inclusive citizen engagement and equitable service delivery
  • Ensure workshops are inclusive and accessible
  • Moderate workshops
  • Identify and mitigate possible risks

Education and Training 
Expert 3 holds a Bachelor’s degree (or equivalent) in critical fields such as Gender Studies, Development Sciences, Public Policy, Social Inclusion & Human Rights, Political Science, Social Sciences, Local Governance, Economics, or Project Management. This diverse educational background equips them with the theoretical foundation and practical insights essential for addressing complex societal challenges.

Language Proficiency 
Fluent in English at a C1 level (6 points out of 10) and Kinyarwanda at a C1 level (4 points out of 10), Expert 3 can effectively communicate with a wide range of stakeholders. Their linguistic skills not only enhance collaboration but also ensure that all voices are heard and understood in the development process.

General Professional Experience 
With 5 years of professional experience in the sector of good governance, Expert 3 brings invaluable insights into the mechanisms that drive effective governance and accountability. Their expertise positions them as a key asset in fostering a transparent and inclusive environment.

Specific Professional Experience 
Expert 3 has dedicated 5 years to specializing in gender and inclusion within local governance. Their focus on enhancing the social and political participation of women and people with disabilities at the local level demonstrates a profound commitment to equity and community empowerment—values that resonate deeply with our mission.

Leadership and Management Experience
