ALG seeks a Financial Manager as part of our response to a call for tender by an international development agency.
Working in close cooperation with the management and technical team of the LG4P project, the contractor1 is responsible for contributing to the achievement of the target indicators, outputs and output indicators described in this document. The contractor will implement activities across all three intervention areas, with a proportionately higher role in the activities of outputs one (Inclusive Service Delivery) and two (PFM and own source revenues).

Tasks of expert 4
- Ensures compliance with GIZ guidelines on local contributions and advises the partner organizations
- Conducts legal and commercial eligibility checks (KEP) for potential partner CSOs
- Files completed local contributions (financial and narrative reports) in collaboration with the procurement department;
- Provides capacity building in administrative management of local contributions for partner organisations
- Oversees compliance with local contribution guidelines
- Carries out controls in case of non-compliance to contractually agreed LCC measures for partner organisations
- Follow-up with partner organizations
- Checks and approves all LCC vouchers (receipts, invoices)
Qualifications of expert 4
**Education & Training:**
To be considered for this role, you should have a bachelor’s degree (or something similar) in fields like business administration, finance, or accounting.
**Language Proficiency:**
You’ll need a strong command of English, specifically at a C1 level according to the Common European Framework of Reference for Languages. This means you should be able to understand and communicate effectively, scoring around 6 out of a possible 10 points. Additionally, knowledge of Kinyarwanda is also required at the same level (C1), where you should aim for around 4 points out of 10.
**Professional Experience:**
– **General Experience:** We’re looking for someone with at least 5 years of experience in administration or finance.
– **Specific Experience:** Out of those 5 years, you should have at least 3 years focusing on finance management, particularly in handling grants or collaborating with local civil society organizations (CSOs). This part of your experience is crucial and will earn you 6 points out of 10.
– Additionally, you should have at least 1 year of experience in financial auditing, compliance auditing, or forensic auditing, which will contribute another 4 points to your score.
**Leadership & Management Experience:**
This position does not require any specific leadership or management experience.
