Education and training are the key to access to knowledge and knowledge. All countries have become aware of the need to give education the importance and the means it needs. In Africa, as in other parts of the developing world, the situation remains worrying. Indeed illiteracy concerns 35% of men and 55% of women over 15 years. Average enrollment rates in Africa are: 78% (primary), 32% (secondary) and 6% (higher).

Governments are taking courageous steps to reform their education system. At the same time, efforts are being made by some to develop vocational training to enable beneficiaries to enter the world of work.

Maintaining the quality of education at all levels while satisfying other needs of the state is the challenge facing many leaders. As decentralization proceeds, this concern is shared by the central government and local governments.
